The Elmhurst Police Department recently reported the following arrests and citations. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.
Battery
June 10
A victim in the 700 block of S. Euclid told police at around 12:15 a.m. that some people in a vehicle called him outside, grabbed his arm and dragged him for about a block. He also stated an unknown person in the vehicle pointed a gun at him. The victim’s aunt transported him to the hospital where he declined to speak with officers without an attorney present.

June 9
A victim in the 100 block of Robert Palmer Drive told police at around 9:50 p.m. that an unknown suspect damaged his bicycle while it was parked in the bike rack at the above location. The bike’s front wheel was bent, brakes were damaged, and the bike was heavily scratched.
Disorderly conduct
June 14
Cynthia L. Palmer, 47, of Brookfield, was cited for disorderly conduct-public intoxication, possession of liquor in public in the 100 block of E. Butterfield at around 3:22 a.m. According to police, a complainant related that Palmer had been sitting in the restaurant for approximately six hours, did not order any food and when asked if she was OK, she requested police assistance. Police said Palmer had slurred speech, smelled of alcohol and was unable to care for herself. An officer was able to view an open bottle of alcohol inside her open bag, according to police.
June 11
A complainant in the 100 block of S. Berkley told police at around 3:43 p.m. that as her children were entering her vehicle, which was parked in her driveway, an unknown suspect drove past and threw a bag into her vehicle. The victim’s son believes he saw a white older model sedan leaving the area at the time of the incident. The complainant is also missing her garage door opener, which was located in the center console.
June 10
Eric Johnsen, 49, of Wheaton, was issued a citation for disorderly conduct/public intoxication in the 600 block of N. York at around 1:30 a.m.
June 8
Robert L. Baldwin, 68, of Elmhurst, was issued a citation for disorderly conduct/public intoxication in the 200 block of N. Walnut at around 6:19 p.m.
Domestic battery, domestic incident, dispute, disturbance
June 12
Officers responded for a physical domestic in the 500 block of N. Van Auken at around 4:17 p.m. Officers were advised that a suspect had choked the victim and left the residence. The area was searched with no results. An investigation is pending.
June 11
A victim at Langhorst Field, at Alexander and Myrtle on the campus of Elmhurst College, told police at around 8:42 p.m. that he went to the park with friends, and the suspect showed up, so they left the area. The suspect followed them, pushed the victim and scratched his neck. The suspect related as she approached, he raised his hand, so she pushed him and grabbed his neck, subsequently causing the scratch.
June 10
A victim in near St. Charles and West told police that a suspect battered her at around 6:30 a.m. The suspect, a 49-year-old Melrose Park man, was located and charged with domestic battery. He also had a warrant out of Peoria County, according to police. The victim was found to be wanted out of DuPage County.
June 7
Police said officers responded for a complaint in the 500 block of S. York of a man and woman involved in a domestic disturbance at around 3:53 p.m. Upon arrival, officers located both parties who admitted to arguing and fighting. Neither party admitted to any physical altercation with the other. Officers did not observe visible marks. Both parties were released at the scene.
DUI, illegal transportation of alcohol, open alcohol in public, consumption of alcohol by a minor
June 10
Jose Gutierrez, 39, of Chicago, was charged with DUI and possession of open alcohol in public in the 600 block of W. St. Charles at around 11:36 a.m. Police said that subsequent to a complaint of a person drinking alcohol inside a parked vehicle, Gutierrez was located sleeping inside his vehicle. Police said officers noted the keys in the ignition and open alcohol inside the vehicle, and Gutierrez was found to be under the influence of alcohol.
Laila Al Lamadani, 38, of Naperville, was charged with DUI and improper lane usage subsequent to a traffic stop near North and Route 83 at around 1:33 a.m.
Sandra Mendoza-Ortiz, 43, of Elmhurst, was charged with DUI, leaving the scene of an accident expired registration and no insurance after registration suspended for an insurance violation in the 100 block of Fellows Court at around 10:14 p.m. Police said a victim observed Mendoza-Ortiz strike his vehicle and drive away.
Josue Toledo, 23, of Aurora, was charged with DUI, driving while license suspended, improper lane usage and no insurance subsequent to a report of a vehicle in a ditch near Roosevelt and York at around 7:11 a.m.
Fleeing, eluding
June 7
Khalif Muhammad, 21,of Chicago, was charged with aggravated fleeing and eluding, driving while license suspended, two counts of speeding, two counts of disobeying a traffic control device, failure to yield right of way, improper display of registration and no insurance, while a second suspect was released without charges, near Fairview and Surf at around 5:41 p.m. Police said that subsequent to a traffic stop, the vehicle driven by Muhammad refused to stop and fled the area. The vehicle was later stopped at I-290 and Harlem.
Possession of cannabis, possession of drug paraphernalia, possession of a controlled substance
June 12
Christina Pickle, 31, of Villa Park, and Carla Baca, 24, of Chicago, were both charged with unlawful possession of a controlled substance and possession of drug paraphernalia, while Pickle also was charged with no rear registration plate light, subsequent to a traffic stop near North and Oak at around 2:18 a.m.
June 9
Mark Mendez-Contreras, 21, of Elmhurst, was issued a citation for possession of cannabis and no headlights subsequent to a traffic stop near York and Grantley at around 11:11 p.m.
Zonya Moctezuma, 19, of Chicago, was issued a citation for possession of cannabis, while William T. Kikos, 20, of Chicago, was issued citations for possession of cannabis and possession of drug equipment subsequent to a suspicious vehicle in the 500 block of W. Grand at around 4:11 p.m.
June 8
Kimberley Wright, 29, of Glendale Heights, was charged with possession of cannabis, no valid driver’s license, no valid registration and no tail lights subsequent to a traffic stop near North and Route 83 at around 12:24 a.m.
June 7
Jamie Ruiz, 43, of Chicago, was charged with possession of cannabis and possession of drug paraphernalia near Lake and Route 83 subsequent to a traffic stop at around 4:50 a.m.
Tremell L. Wade, 33, of Chicago, was charged with possession of cannabis (more than 30 grams), possession of drug paraphernalia, illegal transportation of alcohol, driving while license suspended, failure to signal and no insurance subsequent to a traffic stop near Roosevelt and Euclid at around 1:47 a.m. Police said Wade also had two warrants out of the DuPage County Sheriff’s office.
Suspicious circumstances
June 7
A reporting officer received information that a driver waived a gun within a vehicle while traveling on I-290 and Route 83 at around 10:32 a.m. The officer located the vehicle and conducted a traffic stop. The driver acknowledged that he did have a handgun, empty along with magazines, inside a carrying case, located on the rear passenger floorboard. He told police he took the gun out to show it to the passenger in his vehicle, but denies waiving it around or pointing it at anyone. Due to both occupants possessing valid FOID cards, and no complaints were to be signed. The subject was released at the scene.
A victim in the 100 block of S. Sunnyside told police at around 11:58 a.m. that he received a suspicious letter which indicated the sender had information that was negative in nature and would cause him great harm if released to his wife or friends. The letter instructed the victim to purchase bit coins and send it to a specific account.

June 13
Fernando Perez Jr., 37, of Chicago, was charged with two counts of retail theft, felony escape and possession of drug paraphernalia near North and Larch at around 5:31 p.m. Police said officers observed a suspicious person, and conducted a traffic stop. The driver of the vehicle was charged driving while license suspended and disobeying a traffic control device. According to police, Perez Jr. was found to be in possession of stolen merchandise, was arrested and fled the scene on foot. He was subsequently located and arrested.
Theft by deception was reported in the 800 block of S. Saylor at around 11:59 a.m. A victim told police they received a phone call claiming to be from ComEd and instructed the victim to purchase a MoneyPak Prepaid card. The victim purchased the card and provided the serial number to the imposter.
Attempted identity theft was reported in the 600 block of S. Bryan at 5:11 p.m. A victim told police that after checking his online bank account statement, he found a fraudulent, pending transaction. He contacted his bank, froze his account and stopped the transaction. There was no dollar loss.
June 12
Police said a resident related he witnessed three suspects described as black males scale a neighbor’s fence in the 400 block of Prairie at around 3:12 a.m. and enter an awaiting vehicle, which fled the area at a high rate of speed. Officers searched the area and found personal property in the roadway. The suspects’ vehicle returned and was spotted by officers, who determined it was reported stolen. Officers followed the vehicle until they lost sight of it eastbound on I-290.
June 11-June 12
Burglary to a vehicle was reported in the 600 block of S. Berkley sometime between the above dates. Police said that while on routine patrol, a reporting officer located a green Landrover parked in the driveway at the above location with the driver’s side door ajar. Contact was made with homeowner who confirmed the unlocked vehicle had been burglarized and cash was taken.
Burglary to a vehicle was reported in the 600 block of Fairview sometime between the above dates. A victim told police that an unknown suspect(s) entered her unlocked vehicle that was parked in the driveway and removed the garage door opener. The opener was used to gain entry into the detached garage where the suspect(s) entered a gray Honda and removed change.
Burglary to a vehicle was reported in the 400 block of S. Arlington sometime between the above dates. The victim told police that at around 7:45 a.m. June 12, she was walking to her vehicle and observed her front passenger side door slightly ajar. She noticed the glove compartment and center console were opened. The victim noticed her CD case containing CD’s and the Illinois registration card for her vehicle were missing.
June 11
Louis Tillman, 56, of Maywood, was charged with retail theft and possession of a controlled substance at a store in the 200 block of S. Route 83 at around 1 p.m. Police said the store reported that Tillman was observed taking two bottles of champagne from the store without paying for the merchandise. Responding officers observed Tillman at St Charles and West, according to police, and was taken into custody and transported to the police station.
Retail theft was reported at a store in the 100 block of N. Palmer at 2:39 p.m. The store manager told police that an unknown suspect described as a white male between 20 and 25 years old, 6-foot, 170 pounds with a thin build, blond hair and wearing a black cap, a plaid shirt, tan pants and black shoes removed 14 bottles of eye drops from the shelf and placed them in a blue drawstring bag. The suspect then left the store without paying for the merchandise. Officers checked the immediate area but were unable to locate the suspect.
Retail theft was reported at a store in the 900 block of S. York at around 8:23 p.m. Police said a suspect was observed by the store manager walking through the store with an open backpack. The manager approached the suspect and asked him what was in his backpack. The suspect, described as a white male around 30 years old, wearing a black shirt, blue jeans and a tattoo on his forearm, ran out of the store, entered a gold 1990s model Chevrolet, and fled north on York. After an investigation, it was found the suspect took a bottle of tequila and left the store without paying for the merchandise.
May 22-June 11
Identity theft was reported in the 500 block of E. Park. A victim told police that a suspect had gained access to her personal and work e-mail accounts and created fraudulent email accounts using the victim’s personal information between the above dates. The suspect then sent messages to various individuals purporting to be from the victim. The victim does not wish to pursue the matter criminally.
June 8
Theft was reported at a store in the 600 block of N. York at around 11:08 a.m. A victim told police that while at work, an unknown suspect removed her purse from a stocking cart. A review of surveillance footage showed a white male suspect walking towards the victim’s stocking cart and removing her purse. The unknown suspect then walked outside in the parking lot and left the purse before jumping into his car and leaving the scene. The purse was later located in the parking lot with cash missing.
Robbery was reported in the 100 block of S. West at around 10:35 p.m. A victim told police that two suspects described as black males attempted to sell him drugs at the above location. The victim stated he refused, and they reportedly then took his cell phone, got into a fight, and then took his wallet. An investigation is pending.
June 7
Edward West, 49, of Chicago, was charged with two counts of felony retail theft while a second suspect was released without charges at a pharmacy in the 100 block of W. North at around 10:06 p.m. Police said the suspect were located in the pharmacy parking lot. West was found to have taken numerous bottles of alcohol and left without paying, according to police.
Theft was reported in the 400 block of Mitchell at around 2:18 p.m. A victim told police she has noticed several items missing from her house over the past months. The victim reports several pieces of jewelry and a stepladder have gone missing. An investigation is pending.
June 5
Forgery was reported in the 100 block of N. Addison at around 11:53 a.m. A complainant told police she discovered a forged check had posted to their business checking account. This case is pending investigation.
Fraud was reported in the 300 block of E. First St. at around 2:52 p.m. A complainant told police that unauthorized charges were made by electronic debits. The bank was notified of the fraudulent charges.
June 2
Retail theft was reported at a store in the 200 block of S. Route 83 at around 5:32 p.m. The store manager told police that an unknown suspect entered the store, removed two bottles of Moet Imperial Brut Champagne and left the store without paying for the merchandise. The suspect denied being involved in the theft. An investigation is pending.
June 1
A complainant in the 600 block of W. North told police at around 9:22 a.m. that a suspect cashed two fraudulent checks. This case is pending investigation.
May 24
Forgery was reported in the OS500 block of Kendall at around 11:36 a.m. A victim told police she observed a notice to pay from her Bank of America account. The bank informed the victim a check with her account number, name, and address was obtained. The victim was advised to follow up with DuPage County Sheriff’s Office.
April 9
Identity theft was reported in the 800 block of N. Van Auken at around 5:08 p.m. A victim told police that an unknown suspect gained access to her Amazon Prime account and added a fraudulent shipping address to the account. The suspect ordered a Lenovo computer to be shipped to the fraudulent address. The suspect also attempted to open a credit card account using the victim’s personal information. The credit card application was declined by the bank.
March 18-March 19
Identity theft was reported in the 200 block of Cayuga between the above dates. A victim told police that while checking her credit report, she noticed two fraudulent accounts had been opened in her name.
Warrant arrest
June 14
Police said that subsequent to a traffic stop near Grand and Industrial at around 12:25 a.m., Abelardo Burnette, 27, of Northlake, was found to have three valid warrants out of the DuPage County Sheriff’s Office. He also was charged with driving while license revoked.
June 13
Police said that while a reporting officer was on patrol near North and I-294 at around 3:05 a.m., the officer observed the driver, Efim Rabinovitch, 58, of Skokie, and knew he was wanted on a warrant out of DuPage County. The officer conducted a traffic stop, and Rabinovitch was taken into custody, transported to the station, processed, posted bond and given a new court date, time and location.
