Elmhurst Police Reports


The Elmhurst Police Department recently reported the following arrests and citations. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

Feb. 22

A victim in the 600 block of W. Lake St. told police at around 5:40 p.m. that while sitting inside a vehicle with her friend, they heard something make contact with their vehicle. They noticed a juvenile in a red shirt standing over a wooden fence throwing rocks at vehicles. The victim’s friend went up to the fence and jumped, attempting to get a description of the juveniles. The victim told police he may have accidentally hit one of the suspects when he jumped. The vehicles had minimal damage.

Disorderly conduct, trespass notice

Feb. 20

A victim in the 800 block of N. Church Court told police at around 4:54 p.m. that she received a vulgar, threatening voice message on her business phone from a suspect. The call stems from a business problem where the suspect is allegedly selling items which are exclusive to a merchandising company. The suspect reportedly used obscene and vulgar language and stated that the victim was “going down.”

Feb. 19

Jorge Sanchez-Zacaris, 40, of Elmhurst, was issued a citation for disorderly conduct/public intoxication near Fremont and Evergreen at around 11:57 p.m. Police said Sanchez-Zacaris was observed intoxicated and stumbling into the street in the above location.

Domestic incident, domestic battery

Feb. 17

A victim in the 600 block of W. Belden told police at around 12:52 a.m. that a male suspect, her husband, was upset she had gone out. She stated that she and her husband were arguing in the bathroom when he reportedly grabbed her around the neck and hit her left side of her face. Reporting officers did not observe any visible injuries. The victim declined to investigate the matter further but wanted it to be a matter of record.

Feb. 22

Sammie L. Bynum, 60, of Chicago, was charged with two counts of DUI and speeding subsequent to a traffic stop near North and Indiana at around 2:08 a.m. According to police, it was later found that the suspect had been involved in a fight in Lombard, but the victim did not wish to pursue charges.

Feb. 21

Police said that subsequent to a well-being check near 2nd and York at around 7:48 a.m., Angela Mae Fischer, 42, of Elmhurst, was located at the above location and was found to be concealing alcohol. She was issued a citation for possession of alcohol on public property.

Feb. 20

Juvenile suspects were issued citations in the 1000 block of S. York at around 12:28 a.m. One suspect was cited for possession of alcohol by a minor and consumption of alcohol by a minor, as well as curfew. A second was cited for false use of an ID, possession and consumption of alcohol by a minor and curfew violation. A third was cited for consumption of alcohol by a minor, false use of an ID and curfew. All were released to a parent.

Feb. 19

Balvino Cifuentes, 45, of Elmhurst, was charged with illegal transportation of alcohol, aggravated driving while license suspended and disobeying a stop sign subsequent to a traffic stop near North End and Willow at around 7:29 p.m.

Joseph Cuomo, 32, of Elmhurst, was charged with two counts of DUI and illegal transportation of open alcohol subsequent to a roadside safety check near Grand and Church at around 2:35 a.m.

Mirna Morales, 32, of Chicago, was charged with two counts of DUI and improper lane usage subsequent to a traffic stop near St. Charles and West at around 12:39 a.m.

Nicholas Ruiz, 18, of River Grove, was charged with two counts of DUI in the 900 block of N. York at around 3:28 a.m. Police said an officer located a vehicle parked at the above location. The vehicle had two flat tires and fresh passenger-side damage, and Ruiz was found to be under the influence of alcohol, according to police.

Feb. 18

Police said that subsequent to a call of an intoxicated subject in the 600 block of W. North Ave. at around 1:04 a.m., Pawel Ceglinski, 41, of Elmhurst, was found to be DUI. According to police, Ceglinski also was accompanied by his juvenile son. Ceglinski was charged with DUI, endangering the life of a child and no insurance.

Police said that subsequent to a roadside safety checkpoint near Lake and Walnut at around 2:26 a.m., Oscar Merino-Jimenez, 26, of Arlington Heights, was found to be DUI and was charged with DUI, no valid driver’s license and no insurance.

Robert Morgan, 26, of Carol Stream, was charged with illegal transportation of alcohol, driving while license suspended, operating a vehicle with a suspended registration and no insurance subsequent to a traffic stop near Monroe and York at around 3:46 a.m.

Feb. 17

Police said officers responded to a complaint of a non-responsive person sitting on the curb near Park and York at around 2:45 p.m. Officers located Sarah Brant, 39, of Forest Park, sitting on the curb and unable to communicate, according to police, who added that an open bottle of whiskey was found with her belongings. Brant was cited for possession of liquor on a public way.

Police said Christian Carmona, 27, of Elmhurst, was found to be driving under the influence near Spring and Eggleston at around 3:40 a.m. Carmona was issued citations for improper lane usage and DUI.

Elder neglect

Feb. 15-Feb. 16

A complainant in the 500 block of N. West Ave. told an officer that she hired a suspect as a home health care provider through an agency to provide assistance with basic living needs for her mother. The complainant was notified that the suspect left her mother unattended at 1 a.m. and never returned to the residence. An investigation is pending.

Harassment, threats

Feb. 19

A subject in the 200 block of N. Elm Ave. told police at around 1:48 p.m. that he met an Asian female through “Meet Me,” a dating application. The subject said he and the female had participated in sexual activities through Skype. The woman then threatened the subject with posting the video online if he did not send her money.

Liquor law violation

Feb. 18

Subsequent to an officer’s investigation in the 600 block of W. North Ave. at around 1:04 a.m., police said it was found that a bartender at Mack’s Golden Pheasant continued to sell alcoholic beverages to a patron later involved in a DUI, even though the patron had showed obvious signs of intoxication.

Possession of cannabis, drug paraphernalia, controlled substance

Feb. 21

Vaylan George, 22, of Wadsworth, was charged with possession of cannabis, possession of drug paraphernalia, no insurance and expired registration subsequent to a traffic stop near North and Oaklawn at around 1:26 a.m.

Feb. 19

Joseph Clemente, 23, of Elmhurst, was issued citations for possession of cannabis and of drug paraphernalia subsequent to a roadside safety checkpoint near Grand and Church at around 12:19 a.m.

Michael Rinaldi, 26, of Bensenville, was issued citations for possession of cannabis and of drug paraphernalia subsequent to a roadside safety checkpoint near Grand and Church at around 12:19 a.m. Police said Rinaldi was found to be in possession of cannabis and two cannabis pipes.

Feb. 18

Police said that subsequent to a roadside safety checkpoint near Lake and Walnut at around 12:07 a.m., officers detected a strong odor of cannabis coming from inside a vehicle. A search of the vehicle yielded two bottles containing a green leafy substance, suspect cannabis and one glass smoking pipe, according to police. Police said one jar of cannabis and a pipe belonged to Thomas Kazmierczak, 23, of Bensenville, and the other bottle of cannabis belonged to Christopher Kazmierczak, 22, of Lombard. Thomas was issued two compliance citations—one for possession of cannabis and one for possession of drug paraphernalia. Christopher was issued one compliance citation for possession of cannabis.

Police said that subsequent to a roadside safety checkpoint near Lake and Walnut at around 12:20 a.m., officers smelled a strong odor of cannabis coming from inside a vehicle. Josue Rodriguez, 22, of Villa Park, admitted to having a “vape pipe,” which he used to smoke cannabis, according to police. Rodriguez was issued a citation for possession of drug paraphernalia.

Police said that subsequent to a roadside safety checkpoint near Lake and Walnut at around 12:42 a.m., Quennel Jackson, 33, of Wood Dale, was found to be in possession of a cannabis smoking pipe, and two small children were found to be unsecured in the back seat. The front passenger, Jonthan Maldonado, 32, of Elmhurst, was found to be in possession of an open bottle of alcohol, according to police. Jackson was charged with possession of drug paraphernalia and failure to secure a child. Maldonado was charged with illegal transportation of alcohol.

Police said that subsequent to a roadside safety checkpoint near Lake and Walnut at around 1:33 a.m., Syed Ahmad, 23, of Lombard, was found to be in possession of cannabis for which he was charged.

Police said that subsequent to a roadside safety checkpoint near Lake and Walnut at around 1:45 a.m., Lerma Gonzalez, 20, of Elgin, was found to be in possession of cannabis and cited for said offense.

Feb. 17

Clarence Ford, 27, of Bensenville, was charged with possession of cannabis, possession of drug paraphernalia and operating a vehicle with one headlight subsequent to a traffic stop for an equipment violation in the 900 block of N. York at around 8:27 p.m.

Sale of tobacco to a minor

Feb. 21

Elmhurst Police announced that subject to a tobacco compliance check on the above date, two individuals were issued compliance citations for sale of tobacco to a minor: Keionte M. Truitt, 19, of Bellwood; and Aleem U. Mohammed, 39, of Glendale Heights, at Lover Cigar.

Suspicious circumstances

Feb. 20

A victim in the 500 block of W. Lorraine told police at around 2:17 p.m. he was outside near his residence when a red work van with stickers on the side stopped. The driver, who was described as a white male in his 50s with long, brown hair, asked him if he had seen a brown dog. The victim stated that he did not. The man then asked the victim if he would be willing to get in the van and check the area with him for the dog, but the victim ran back into the house and called his mother, who told him to call the police. The area was checked with no results.

A victim near North and West told police at around 6:23 p.m. that she first made contact with the suspect while driving westbound North Avenue in Northlake by the underpass. The victim continued to drive westbound on North Avenue, and the suspect’s vehicle was reportedly cutting her off, cutting back and forth in front of her and at times almost hitting her vehicle. The victim eventually turned southbound on West, and the suspect followed her to St. Charles where he turned westbound and she turned eastbound.

Feb. 18

Police said that while on stationary radar enforcement, Christian Lopez, 27, of Bensenville, was stopped for speeding, gave the name of Josue Funes and didn’t have a valid driver’s license. According to police, after a finger print inquiry came back, it matched the name of Christian Lopez, who had a valid warrant. Lopez was charged with aggravated driving while license suspended and speeding.

Feb. 22

A complainant at a business in the 600 block of W. Lake St. told police at around 9:15 a.m. that he rented out two generators valued at more than $100,000 to a suspect with a one-week rental agreement. The suspect had not returned the generators. The complainant attempted to contact the suspect with the phone number provided, and it was found to be an invalid number. The complainant also attempted to charge the rental to the credit card information provided, but the transaction was declined. An investigation is pending.

Oct. 1, 2016-Feb. 22

A victim in the 800 block of Cadwell told police that between the above dates, an unknown suspect(s) opened a Verizon Wireless account using the victim’s personal identifying information. More than $2,000 in products and services were charged to the account.

Feb. 21

Rashad Johnson, 19, of Chicago, was charged with unlawful use of a credit card and theft in the 100 block of N. York at around 11:12 p.m. Police said a reporting officer was flagged down for a possible fight at the above location. Upon arrival, it was learned that Johnson stole the victim’s debit card while at Jewel Osco where they work, according to police. Police said Johnson withdrew an unspecified amount of money from the victim’s bank account and then deposited the money into his own account. The victim received text message alerts from his bank, and the victim reportedly located the suspect at the bank. Police said Johnson was found to be in possession of the deposit slips and the stolen credit card.

Feb. 20-Feb.21

Identity theft was reported in the 900 block of S. Cambridge Ave. at around 6:05 p.m. A victim told police that BMO Harris Bank notified her of someone using her debit card to make purchases. A check of her bank statement showed numerous transactions for Uber rides. An investigation is pending.

Feb. 20

Retail theft was reported at a store in the 300 block of S. Route 83 at around 12:28 p.m. A reporting officer responded to a report of two suspects described as Hispanic males who ran out the store’s south entrance with a bedding set and pots and pans and continued to run through the parking lot southbound. One suspect was wearing a gray/white striped long sleeve shirt, black jeans and black gym shoes. The other suspect was wearing a dark gray .jacked that looked like a North Face jacket, black jeans and white gym shoes.

A victim in the 600 block of W. Babcock told police at around 1:30 p.m. that he began receiving letters from various banks and credit bureaus on Jan. 28, denying him credit on multiple credit applications. Some of the accounts were open successfully, but the victim had not applied for any of these accounts. He contacted several of the banks and learned that his Social Security number had been used for these accounts.

Feb. 19

Police said officers responded to a retail theft in progress at a store in the 200 block of S. Route 83 at around 8:29 p.m. According to police, suspects were observed removing price tags from electronic items and clothing and then putting the items in their shopping carts. The suspects left the store without taking any merchandise. Officers made contact with the suspects; however, no retail theft was committed.

Feb. 18

A victim in the 400 block of N. Addison Ave. told police at around 6:28 p.m. that an unknown suspect(s) used her debit card number and pin at a 7-Eleven in Berwyn. The suspect(s) completed two transactions from her checking account. When the unknown suspect(s) attempted to make a third withdrawal, the transaction was declined. The credit union contacted the victim, who confirmed it was not her making the withdrawals. The debit card was cancelled.

A victim in the 500 block of W. Third St. told police at around 1:21 p.m. that an unknown suspect(s) made a fraudulent transaction using his debit card. The victim is in possession of his only debit card and typically uses the ATM at a 7-Eleven near York and Grand in Bensenville. On the above date, the Bensenville Police Department was requested to check the 7-Eleven ATM for a skimming device due to other cases and were met with no results.

Feb. 17

A complainant at a store in the 100 block of N. York told police at around 5:21 p.m. that two suspects entered the store. He then observed one of the suspects make a furtive movement near some merchandise. The suspects then exited the store. The complainant then realized he was missing $49.98 worth of merchandise. They were located, taken into custody, transported to the Police Department, referred to a peer jury, then released to their parents.

Feb. 16

Weston Nottelmann, 19, of Decatur, was issued a citation for false use of identification subsequent to an underage enforcement detail in the 100 block of N. Addison at around 11:09 p.m. Kelsey Lowe, 19, of Chicago, also was charged with underage consumption of alcohol and false use of identification subsequent to an underage enforcement detail in the 100 block of N. Addison at around 11:35 p.m.

A complainant in the 200 block of N. West Ave. told police at around 5:45 p.m. that on the above date, he had received several fraud alerts through his banks that he had previously set up. Some of the alerts are from out-of-state car dealerships where suspect(s) were attempting to purchase cars online using his name. On Feb. 19, he received a fraud alert that an unknown suspect was attempting to open a Walmart credit card in his name. The complainant did not lose any money and has contacted the credit bureaus, advising them of these incidents.

Feb. 9

A victim in the 100 block of Poplar told police at around 11:43 a.m. that she was notified by Verizon than an unknown suspect used her personal information to open a Verizon account. Verizon was unable to supply any information regarding the account. The victim was able to close the account prior to any dollar loss and does not wish to pursue the incident.

Feb. 3-Feb. 4

A complainant in the 800 block of N. York told police at around 12:45 p.m. that a suspect described as a black male falsely identified himself and completed a one-day rental car agreement with Payless Car Rental. The suspect reportedly did not return the rental car and all attempts to make contact with him were met with no results. Payless Car Rental is affiliated with Avis Rental Car and was alerted by Avis that the suspect had made another rental request but was denied due to the outstanding rental.

Warrant service

Feb. 21

Police said officers observed William J. Lowery, 23, of Elmhurst, in a parking lot in the 100 block of N. York at around 3:09 p.m. and knew him to have a valid warrant out of DuPage County. Lowery was taken into custody on two warrants out of the DuPage County Sheriff’s Office. Police said that subsequent to a search of Lowery’s property, approximately .5 grams of cannabis was located. He was charged with possession of cannabis.
