The Elmhurst Police Department recently reported the following arrests and citations. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

Feb. 5
Eugene Steel, 31, of Melrose Park, was charged with criminal damage to property at a hotel in the 900 block of S. Riverside at around 12:05 a.m. Police said officers responded for a reported domestic disturbance and upon arrival, Steel was found to have intentionally damaged an exit sign of the hotel.
Disorderly conduct, trespass notice
Feb. 4
Robert Baldwin, 67, of Bensenville, was charged with disorderly conduct near First and York at around 6:51 p.m. Police said that Baldwin was found to be highly intoxicated on the stairway adjacent to the train platform with a broken bottle of vodka.
Domestic incident, domestic battery
Feb. 8
Officers responded to the 100 block of E. Belden at around 9:55 p.m. for a reported physical domestic. Reporting officers met with the victim who advised that her mother grabbed her by her hair and began striking her. No complaints were signed due to conflicting stories and mutual combatants. Both parties separated for the night.
Feb. 1-Feb. 2
Police said the victim and suspect began to argue on Feb. 1 in the 300 block of N. Highview Ave. He then reportedly pushed the victim to the ground. He allegedly retrieved a hammer, exited the apartment, began to pry the driver’s side door of the victim’s vehicle open, hit the front windshield with the hammer and fled the scene. On Feb. 2, police said the suspect sent a text. An arrest warrant was obtained for the suspect on charges of criminal trespass to property, two counts of domestic battery and harassment through an electronic communication device.

Feb. 6
Police said James McDonald, 52, of Elmhurst, was issued citations by police for DUI, improper backing and expired registration near Vallette and Bryan at around 3:18 p.m. According to police, during a traffic crash investigation, McDonald backed into a victim’s vehicle and was subsequently found to be under the influence of alcohol.
Feb. 5
David Chapol-Lucho, 33, of Darien, was charged with state charges of DUI, failure to yield to an emergency vehicle, speeding, improper lane usage, no valid driver’s license, speeding, disobeying a traffic control device and failure to signal when required near Riverside and Route 83 at around 11:05 p.m. Police said an officer attempted to stop the listed vehicle for speeding, improper lane usage, and failure to signal when required. According to police, the vehicle failed to yield for the officer’s emergency lights or siren and the attempt to stop the vehicle was terminated. Police said the vehicle disobeyed a red traffic signal and was involved in a traffic crash with another motor vehicle at the intersection of Route 83 and Riverside Drive.
Ryszard Dlugosz, 41, of North Riverside, was charged with DUI in the 400 block of S. Spring at around 4:55 a.m. Police said that subsequent to a suspicious vehicle, Dlugosz was found slumped over the steering wheel.
Feb. 4
Nicholas Hudson, 32, of Willowbrook, was charged with violation of the Concealed Carry Act, illegal transportation of alcohol, DUI and improper lane usage subsequent to a traffic stop near Route 83 and Butterfield at around 12:01 a.m. Police said the traffic stop was made for a vehicle driving below the speed limit and conducting lane violations. According to police, Hudson was found to be DUI and admitted to concealing a loaded pistol in a hidden compartment in the center console which was recovered.
David Scheibe, 64, of Melrose Park, was charged with DUI, improper lane usage, speeding and failure to signal subsequent to a traffic stop near Grand and York at around 11:40 p.m.
Mike Segarra, 31, of Chicago, was charged with DUI, illegal transportation of open alcohol, no insurance and no headlights following a traffic stop near Grand and Church at around 9:26 p.m.
Feb. 2
Hannah Davis, 20, of Huntley, was charged with underage consumption of alcohol and used of a false ID at a pub in the 100 block of N. Addison Ave. at around 10:52 p.m. subsequent to a bar check by police.
Financial exploitation of a senior
Feb. 2
The complainant is a case manager with DuPage County and believes a person in the 200 block of S. Hawthorne Ave. has been the victim of financial exploitation. An investigation is pending.
Possession of cannabis, possession of drug paraphernalia
Feb. 8
Rodrigo Falcon, 23, of Addison, was issued citations by police near Grand and Lake at around 1:40 a.m. for possession of cannabis, possession of drug paraphernalia, no seat belt and no insurance.
Katherine Nielsen, 47, of Glenview, was issued citations by police near North and Berteau at around 10::07 p.m. for possession of cannabis, possession of drug paraphernalia, no driver’s license and expired license plates.
Police said that subsequent to receiving information from School Resource Officers regarding cannabis use in the 200 block of E. Columbia at around 9:17 p.m., a reporting officer made contact with resident Jack Gamperl, 18, of Elmhurst, and his parents. According to police, Gamperl was found to be in possession of approximately 1 gram of cannabis and one item of paraphernalia. Gamperl was issued adjudication citations for possession of cannabis and possession of drug paraphernalia and released on scene.
Feb. 6
Police said officers made contact with a juvenile subject for smoking a cigarette while appearing to be under 18 years old in the 300 block of Commonwealth at around 7:01 p.m. The subject was found to be 17 years old and also was in possession of cannabis. The juvenile was charged with adjudication citations for possession of cannabis and unlawful possession of tobacco by a minor.

Iyad Oweineh, 24, of Bensenville, was issued a citation by police for possession of drug paraphernalia subsequent to a traffic stop near Route 83 and Lake at around 4:08 p.m.
Jacob Van Wazer, 18, of Lombard, was issued citations by police for possession of cannabis, possession of alcohol by a minor, unlawful use of an electronic communication device and no insurance subsequent to a traffic stop near St. Charles and Route 83 at around 3:41 p.m.
Feb. 4
Jeremy Beene, 28, of Bellwood, was cited by police for possession of cannabis and speeding subsequent to a traffic stop near Butterfield and Swain at around 1:39 a.m. Police said that Beene, the driver, was found to be in possession of cannabis and later found that he had a valid in-state warrant.
Caylin Bush, 20, of Berkeley, was cited by police for possession of cannabis and possession of drug paraphernalia subsequent to a traffic stop near Butterfield and Euclid at around 1:13 a.m. Police said a reporting officer smelled the odor of cannabis emitting from the vehicle. A vehicle search yielded six grams of cannabis and one scale located on the rear floor board, according to police.

Niko Kim, 23, of Addison, was issued an adjunction citation by police for possession of cannabis subsequent to a traffic stop near Butterfield and Commonwealth at around 11:57 p.m.
Nolan Nelson, 26, of Chicago, was issued a citation by police for possession of drug paraphernalia and speeding near Roosevelt and York following a traffic stop near Roosevelt and York at around 5:44 p.m.
Feb. 2
Vivian Juarez, 18, of Des Plaines, was charged with possession of cannabis and tinted windows subsequent to a traffic stop near Route 83 and North Avenue at around 12:34 a.m. A juvenile also was charged with possession of cannabis and possession of drug paraphernalia. Police said the juvenile was found to be in possession of drug paraphernalia and more than 30 grams of cannabis.

Feb. 8
A complainant in the 900 block of Saylor told police that around 5:46 p.m. a check had been written out to an unknown suspect. The complainant was also advised of two other checks made out to an unknown suspect.
Feb. 6
A victim in the 600 block of W. Babcock told police at around 7:01 p.m. that he received a letter from US Bank informing him that they were not able to open a credit card for him due to missing information on the application. The victim did not apply for a credit card and does not bank with US Bank.
Feb. 5
Retail theft was reported at a store in the 300 block of S. Route 83 at around 8:37 p.m. Police said a juvenile suspect was observed by loss prevention take two pairs of earrings and attempted to leave without paying. She was taken to the police department where she was signed up for the Peer Jury Program and released to her mother.
Fraud was reported at a gas station in the 400 block of N. York at around 10:31 p.m. The shift lead at the station told police they received a call from a suspect who purported to be with corporate. The suspect informed the complainant of an upgrade pending with the registers. The complainant received fraud notices from both the station’s corporate and INCOMM.
Dec. 5, 2016-Feb. 5
Theft was reported in the 700 block of N. Willow at around 10:50 a.m. Victims told police that an unknown suspect(s) have been stealing their mail and also opened a fraudulent account in her name for a Macy’s credit card and charged merchandise. An investigation is pending.
Feb. 3
Identity theft was reported in the 500 block of N. West Ave. at 1:25 p.m. The victim received a letter with two tax forms from a place in Tampa, Fla. The victim does not work for the place that sent it and has never been to Florida.
Identity theft was reported in the 600 block of W. Babcock at around 5:59 p.m. A victim told police that her name and personal information was used to open numerous accounts. She received phone calls and mailings requesting verification to open accounts or information on accounts she did not authorize.
Feb. 2
A complainant in the 400 block of S. Kenilworth Ave. reported at 7:49 p.m. that he had received an email from TurboTax which stated that someone had sufficient information to file a tax return under his name. The email also stated that he had more than one account opened with TurboTax under his name.
A victim in the 400 block of W. Verret St. told police at around 4:39 p.m. that she befriended the suspect on Facebook. The suspect told her that he would help her with travel endeavors and she provided her personal information to him. On the above date, her bank emailed her confirming an international money wiring transferring an unspecified amount of cash from her account. She cancelled the transfer. The Facebook account is now closed.
A victim in the 500 block of W. St. Charles Road told police at around 10:57 a.m. that he believes his ex-employee attempted to portray himself as a victim at Verizon Wireless to gain access to business accounts.
Jan. 6-Jan. 18
A complainant in the 100 block of E. Cayuga told police that between the above dates, an unknown suspect(s) removed a pallet of ice guard and a pallet of felt from a construction site.
Truancy
Feb. 3
Police said a student at a high school in the 300 block of W. St. Charles Road has been truant for 112 academic class periods since the beginning of the school year. The student was given a city ordinance for truancy and returned to class.
Warrant service
Feb. 7
Police said that subsequent to a traffic stop in the 100 block of S. Lawnsdale at around 4:24 p.m., Dylan T. Horne, 20, of Elmhurst, was found to be wanted out of DuPage County. He was taken into custody and later released after posting bond.
