The Elmhurst Police Department recently reported the following arrests and citations. Persons charged with domestic battery are not named in order to protect the privacy of victims. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.
Assault, battery
Aug. 21
Police said an officer responded to the lobby of the police department for a delayed battery report in the 400 block of N. West at 5:43 p.m. The victim told police while walking with his friend the previous evening, he was
battered by a group of teenagers. One of the teens punched him in the face. An investigation is pending.
Criminal damage, criminal trespass
Aug. 24
Police said officers responded to an area near Lake and Grand at 10:19 p.m. for the report of damage to a vehicle. The reporting officer met with the victim who reported the occupants of a red Honda Civic shot a paintball gun at his vehicle. The offending vehicle fled the scene westbound on Lake Street. Officers checked the area but were unable to locate the suspects.
Aug. 19-Aug. 24
Police said a reporting officer observed unknown suspect(s) spray-painted the wall of the pedestrian underpass located near North Avenue and Myrtle Avenue sometime between the above dates.
Aug. 3-Aug. 24
A victim in the 100 block of W. Park told police at 12:02 p.m. that an unknown suspect(s) entered the vacant building and removed flooring that had been installed by prospective tenants sometime between the above dates. The victim suspects the prospective tenants removed the flooring after the lease agreement was not fulfilled. This case is pending investigation.
Aug. 22
Police said while an officer was on patrol near North and Berteau at 5:24 p.m., the officer observed a vehicle which was reported stolen. The officer spoke with the driver and subsequently contacted the registered owner of the vehicle. The owner did not want to sign complaints but wanted the vehicle to be returned. The suspect was released without charges.
Aug. 21
A complainant in the 100 block of N. Addison told police at 6:09 p.m. that a patron kicked a hole in the wall. An investigation is pending.
Domestic battery, domestic incident, disorderly conduct, disturbance
Aug. 22
A 20-year-old Elmhurst woman was charged with domestic battery in the 100 block of E. Grand at 9:30 p.m. Police said that during a physical altercation, the suspect pushed the victim. The victim subsequently lost her footing and fell into the door frame causing a cut to the victim’s head.
Jonathan J. Harris, 32, of Broadview, and Andrew C. Tolliver, 32, of Bolingbrook, were issued citations for disorderly conduct/possession of open alcohol in public near Route 83 and Riverside at 3:05 a.m.
Aug. 20
A reporting officer responded to the 100 block of E. Lake at 8:25 a.m. for the report of a fight in progress. Suspect 1 related an unoccupied delivery truck was blocking the only exit to the apartment’s parking lot. Suspect 1 entered the driver’s seat of the truck in an attempt to move it out of the way. Suspect 2 returned to the truck and punched Suspect 1. Neither suspect wished to sign complaints.
Aug. 19
Police said officers responded to the 600 block of W. Armitage at 7:57 p.m. for the report of a suspect with a knife. Officers observed a cut on the victim’s arm. Victim 1 told police he received the cut when the suspect tried to lock him out of the house. Victim 2 related as she drove the suspect home, he punched her in the face and spat on her. Charges are pending.
DUI, DUI-drugs, illegal transportation of alcohol, illegal possession of alcohol, consumption of alcohol by a minor
Aug. 25
Jason Fiorito, 18, of Franklin Park, and Olivia Pawelek, 18, of Chicago, were issued citations for consumption of alcohol by a minor, while Brandon Perez, 22, of Chicago, was issued a citation for open alcohol in public in the 100 block of N. Addison at 11:35 p.m.
Aug. 21
Alibet Mendoza, 33, of Cicero, was charged with aggravated dui, unlawful possession of a controlled substance, unlawful possession of cannabis by a driver, failure to reduce speed to avoid an accident and no insurance subsequent to a crash near North End and Van Auken at 1:53 a.m. (See full story elsewhere in this issue.)
Ryan Spera, 36, of Wood Dale, was charged with DUI,
screeching tires, improper lane usage and no insurance, subsequent to a traffic stop near Villa and North at 12:11 a.m.
Aug. 20
Police said while an officer was on patrol near the Illinois Prairie Path and York at 4:26 p.m., the officer was flagged down by a complainant who related she observed a group of boys who appeared to have been drinking. The subjects were located and one of the subjects admitted to drinking. Contact was made with his guardians and the subject will be referred to peer jury. The other subjects were released to their parents.
Fleeing, eluding
According to information provided last week by the Elmhurst Police Department, police reported two incidents of fleeing and eluding in which drivers of a vehicle or a motorcycle reportedly fled after a traffic stop was conducted.
Possession of cannabis, possession of drug paraphernalia, possession of a controlled substance
Aug. 22
Javon T. Jakes, 20, of Bellwood, was charged with no valid driver’s license, possession of cannabis by a driver, no front plate and no insurance subsequent to a traffic stop near Kenmore and St. Charles at 11:29 p.m.
Obstruction
Aug. 19
Kyle J. Manning, 32, of Bensenville, was charged with obstructing identification, possession of drug paraphernalia, driving while license revoked, failure to reduce speed to avoid an accident and no insurance subsequent to a traffic crash near York and Grand at 5:21 p.m. Police said Manning provided a false name to officers.
Suspicious circumstances
Aug. 23
Police said officers responded to the 200 block of N. York at 9:30 p.m. for the report of a suspicious suspect. The reporting officer spoke with the complainant who reported the suspect approached him in an aggressive manner. Officers located the suspect who began to speak in an aggressive tone. The suspect left the area without incident.
Theft or burglary/identity theft/fraud/forgery/deceptive practice/obstruction/robbery
Aug. 25
Theft was reported in the 600 block of N. York at 1:37 p.m. A victim told police that an unknown suspect(s) removed several bank cards from a secured locker at the above location.
Fraud and identity theft were reported in the 200 block of N. Bonnie Brae at 2:01 p.m. A victim told police that an unknown suspect(s) used her information to open a T-Mobile account. The victim contacted the phone carrier who subsequently closed the
account.
Aug. 21
Identity theft was reported in the 300 block of E. Butterfield at 7:34 p.m. A victim told police she contacted PayPal through a phone number she found online to dispute a charge on her bank account. She downloaded an unknown app and provided an unknown suspect access to her phone. The victim found the suspect fraudulently used her debit card number to purchase Bitcoin. The victim froze her account and will sign complaints if the suspect is located.
A reporting officer met with a victim who reported his signature was forged on a purchase agreement for a vehicle he purchased in 2017. The victim stated unbeknownst to him a second purchase agreement was created with different information and a forged signature. This case is pending investigation.
Aug. 20-Aug. 21
Police said officers responded to the 200 block of W. Crescent for the report of a burglary to a vehicle. The complainant told police upon returning home, she found the passenger door of the victim’s vehicle was open. The complainant related she is sure the vehicle’s door was closed when she left. Nothing inside of the vehicle appeared to be missing or disturbed.
Aug. 20
Retail theft was reported at a convenience store in the 500 block of Spring at 8:03 a.m. Police said a suspect described as a black male around 30 years old stole two cartons of cigarettes and an iPhone charging cord. The suspect fled the scene and was later reported committing retail thefts in Villa Park.
Retail theft was reported at a store in the 100 block of Schiller at 10:11 a.m. A complainant told police that upon reviewing security footage, a suspect described as a black male between 30 and 40 years old is seen entering the store and proceeding to the storage room. The suspect placed two cases of tequila into a cart and exited the store through the south entrance door without paying for the merchandise.

Identity theft was reported in the 1000 block of Spring at 2:12 p.m. A victim told police that an unknown suspect(s) used his personal information to gain access to one of his utility accounts and fraudulently added a balance from another address. The suspect(s) also used the victim’s personal information to create a fraudulent utility account.
Aug. 16-Aug. 18
Identity theft was reported in the 900 block of Hawthorne. A victim told police that an unknown suspect(s) used her credit card information to make several fraudulent charges to her accounts sometime between the above dates.
Aug. 17
Identity theft was reported in the 400 block of Lake at 6:18 p.m. Police said a reporting officer met with a sales representative who reported an unknown suspect purchased a vehicle using the victim’s identification. It was further discovered the unknown suspect had previously purchased another vehicle from the same dealership using a fraudulent driver’s license. This case is pending investigation.
Aug. 14
Identity theft was reported in the 300 block of S. Route 83 at 11:48 a.m. A reporting officer met with the victim who reported the suspect withdrew funds from an account she shares with their son. The victim confronted the suspect who admitted to taking the money. The victim was advised to file a report with the Bensenville Police Department.
Identity theft was reported in the 400 block of Lake at 6:19 p.m. Police said a reporting officer met with a sales representative who reported an unknown suspect had successfully purchased a vehicle using a fraudulent driver’s license. This case is pending investigation.
Unemployment benefits identity theft
According to information provided last week by the Elmhurst Police Department, police reported four incidents of identity theft with the intention of using a victim’s personal information to fraudulently apply for unemployment benefits through the Illinois Department of Employment Security.
Unlawful use of a weapon
Aug. 24
Monique Gibbs, 34, of Chicago, was charged with aggravated use of a firearm near Grand and Lake at 12:23 a.m. Police said Gibbs was found to be in possession of a loaded firearm without a valid conceal and carry permit.
