The Elmhurst Police Department recently reported the following arrests and citations. Persons charged with domestic battery are not named in order to protect the privacy of victims. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.
Criminal damage, criminal defacement, criminal trespass
Feb. 5
A victim near Maple and Larch told police at around 6:08 p.m. that an unknown suspect threw a rock, causing the rear cargo window on her vehicle to shatter.
Feb. 2
A victim in the 500 block of S. Saylor told police at around 3:39 p.m. that an unknown suspect(s) had damaged the gate to their fence and also noticed the crawlspace door for the rear deck of their house was open. The victim is not sure when the damage occurred.

A victim in the 100 block of N. Walnut told police at around 4:55 p.m. that she observed three BB holes in her picture window

Feb. 3
Police said that subsequent to a call for a disturbance at a bank in the 300 block of S. Route 83 at around 11:31 a.m., the suspect was highly intoxicated and threatened to harm the complainant. The suspect was served a no trespass notice and transported to his residence due to his high level of intoxication.
Jan. 29
Police said an officer responded to the police station for the delayed report of a domestic batter at a hotel in the 900 block of Riverside at around 10:27 p.m. A victim told police that she and the suspect were involved in an argument while inside of her parked vehicle. As she attempted to exit the vehicle, the suspect pulled her back into the car causing her to strike the vehicle’s doorframe. An investigation is pending.

Jacinto Ocotoxtle, 41, of Cicero, was charged with DUI and tinted windows subsequent to a traffic stop near St. Charles and Hagans at around 1:19 a.m.
Feb. 2
Denzel Bonner, 24, of Bellwood, was charged with DUI-drugs, illegal transportation of adult use cannabis, speeding, improper lane usage and failure to signal near Roosevelt and York at around 10:26 p.m.
Bernard Urquhart, 23, of Elgin, was charged with DUI near Maple and First at around 2:01 p.m.
Feb. 1
Joseph D. Campione, 53, of Palos Hills, was charged with DUI-drugs, unlawful possession of a controlled substance, illegal transportation of open alcohol, possession of cannabis by a driver, possession of drug paraphernalia, improper land usage, speeding and failure to signal subsequent to a traffic stop near Roosevelt and Hamilton at around 11:53 p.m.
Frank A. Picchiotti, 27, of Berwyn, was charged with DUI, driving too fast for conditions and no insurance subsequent to a traffic crash near Route 83 and North at around 10:50 p.m.

Jan. 30
Baasansuren Tsogtsaikhan, 31, of Schaumburg, was issued a citation for speeding 35 mph over the posted speed limit near Route 83 and Frontage at around 9:11 a.m. Police said the suspect was going 101 mph in a 50 mph zone.
Possession of cannabis, possession of drug paraphernalia, unlawful possession of a controlled substance
Feb. 3
Police said a reporting officer spoke with the complainant at a nightclub in the 100 block of Addison who stated two suspects were sitting at the bar. When they left, he noticed a clear plastic baggie with a white powder was left behind. The officer spoke to both suspects and both denied any knowledge of the substance. The case is pending investigation.

Donnell L. Jones, 27, of Hillside, was charged with unlawful possession of a controlled substance, unlawful possession of cannabis by a driver and no seat belt subsequent to a traffic stop near River Glen and North at around 11:02 p.m. Police said a search of Jones’ vehicle yielded a rolled-up bill and crack cocaine.

Josue E. Mendoza Barrer, 25, of Chicago, was charged possession of cannabis by a driver, driving while license suspended, disobeying a traffic control device and no insurance subsequent to a traffic stop in the 600 block of North at around 4:49 a.m.
Noel D. Salcido Sarmiento, 22, of Berkeley—a passenger in a vehicle—was issued a citation for illegal transportation of adult use cannabis subsequent to a traffic stop near Butterfield and York at around 9 p.m.

Javon York, 24, of Maywood, was issued citations for unlawful possession of cannabis by a driver and driving without lights when required, while Whitney A. Hammock, 27, of Villa Park, was cited for unlawful possession of cannabis by a passenger subsequent to a traffic stop near Third and York at around 9:30 p.m. Police said the suspects were each found to be in possession of cannabis that was not in a sealed, odor proof, child resistant container.

Feb. 4-Feb. 5
Fraud was reported in the 200 block of N. Larch. A reporting officer spoke with a victim who reported he received an email offering health insurance between the above dates. The victim further stated he provided an unknown suspect with his personal information and made a payment to enroll. The case is pending investigation.
Jan. 10-Feb. 5
Forgery was reported in the 300 block of W. First. A victim told police that an unknown suspect altered a check sent to a vendor and deposited it into an unknown bank account sometime between the above dates. Further investigation is pending.
Feb. 3
Retail theft was reported at a store in the 600 block of N. York at around 10:38 a.m. A reporting officer spoke with the store’s loss prevention which reported two suspects described as black males loaded a shopping cart with vodka and walked out of the store without paying.

Retail theft was reported at a store in the 600 block of N. York at around 3:10 p.m. A complainant told police that an unknown male suspect took a Samsung Galaxy S10, placed it in his pocket and left the store without paying.
Feb. 1
Fraud was reported in the 300 block of S. Fair at around 3:14 p.m. A victim told police that she had spoken to a subject who claimed she had won a $50 credit on Amazon. The victim provided the male suspect with her personal information including credit card information. There were several unauthorized charges made on the credit cards.
Jan. 29-Jan. 31
Residential burglary was reported in the 400 block of W. Butterfield. A complainant came into the police station to report his elderly mother was a victim of burglary. The victim related that she had two envelopes, one with $100 and another envelope with $23, and she found both were empty.
Jan. 28-Jan. 29
A victim at a store in the 800 block of Industrial Drive told police at that an unknown suspect had intercepted incoming mail and altered five checks to be made payable to unknown subjects sometime between the above dates. The checks were then deposited into various bank accounts.
Jan. 30
Police said an officer responded to the 400 block of Addison at around 1:05 p.m. for the report of several suspects acting suspiciously. An officer observed the suspects’ vehicle and conducted a traffic stop. It was determined the driver did not have a valid driver’s license. The vehicle’s original license plates were found to have been covered by license plates that were registered to another vehicle. A hammer, screwdriver, channel lock tool, and two ski masks were located inside of the vehicle. The suspects were brought to the police station for further investigation. All three suspects were processed and released without charges at this time. Charges are pending further investigation.
Identity theft was reported in the 300 block of W. Lake at around 10:37 a.m. Police said an unknown suspect(s) emailed several employees and requested them to change their direct deposit information. None of the employees’ information was provided.
Jan. 19-Jan. 21
Identity theft was reported in the 200 block of South. A victim told police that an unknown suspect charged eight Apple iPads to his Verizon Wireless business account. The iPads were delivered to the victim’s home address, were signed for, and received by an unknown suspect.
Oct. 17, 2019-Jan. 16
Theft was reported at Elmhurst Hospital. Elmhurst Hospital reports an employee is suspected of stealing cash. The employee/suspect has since been terminated. Further investigation to follow.

Police said Rashid Sindhu Mohammad, 47, of Oak Brook, was found to have a valid warrant from the DuPage County Sheriff’s Office subsequent to a traffic stop near Church and Poplar at around 9:02 a.m. Mohammad also was charged with driving while license revoked and no insurance.
