Police find man passed out at wheel with gun in lap

On July 11, Stephan R. Banks, 31, of Rockford, was charged with DUI, aggravated unlawful use of a weapon, possession of cannabis by a driver, possession of firearm without a FOID and possession of ammunition without a FOID in the 300 block of S. York at 3:22 a.m. Police said Banks was observed passed out behind the wheel and had a firearm in his lap.

Suspect found with heroin in gas station restroom; admits to use

Police said officers responded to a gas station in the 600 block of W. North at 11:53 a.m. for a well-being check of an intoxicated subject inside of the bathroom. According to police, the subject, Raul J. Serratos, 58, of Chicago, admitted to being in possession of heroin. A search of his person yielded a cut straw containing heroin residue and five small zip top baggies containing heroin, police said. Serratos was charged with possession of a controlled substance.

Allegedly intoxicated subject falls off bicycle, found to have warrant

On July 11, police said that officers responded to an area near the Prairie Path and Swain at 9:22 p.m. for a check on the well-being of an allegedly intoxicated subject who fell off his bicycle. Upon arrival, officers learned that Bradley W. Mathis, 38, of Elmhurst, had a valid warrant from the Illinois State Police.
