The Elmhurst Police Department recently reported the following arrests and citations. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.
Assault, battery
July 9
Police said officers responded to the report of a battery which just occurred in the 100 block of E. Third at around 9:01 p.m. Upon arrival it was learned the victim and suspect were involved in a fight after a verbal altercation. Due to conflicting stories, no arrests were made at this time.
Disorderly conduct
July 6
Robert Lee Baldwin, 68, of Bensenville, was issued citations for public intoxication and possession of open alcohol in public near North and Elm at around 5:54 p.m. Police said that while an officer was on patrol, they observed Baldwin, who appeared to be asleep in the grass. The officer observed an open, partially consumed bottle of vodka next to Baldwin, according to police.
Domestic battery, domestic incident, disturbance
July 10
Employees at the Elmhurst Public Library told police at around 11:50 a.m. that a suspect was being belligerent with patrons and employees of the library. The subject refused to leave the property when asked by employees. Upon an officer’s arrival the suspect fled the area. A trespass notice was signed by a library staff member and will be delivered to the suspect.
The manager of a restaurant in the 200 block of S. Route 83 told police at around 6:31 p.m. that the suspect was terminated on July 5 and refused to leave the store. On the above date, the suspect was served with a no trespass notice per the request of the manager.

July 7
Police said officers responded to a traffic crash near Armitage and Maple at around 7:54 p.m. involving a vehicle which struck a city light pole and a tree. The driver, Stanton Gavia, 30, of Rockford, fled the scene and was later located, according to police. Gavia was charged with aggravated DUI, leaving the scene of an accident, driving while license revoked, failure to reduce speed to avoid an accident and improper lane usage. Courtney Martell, 31, of Elmhurst, a passenger in the vehicle, was issued citations for possession of cannabis and possession of drug paraphernalia.
Police said an officer near Grand and Willow made contact with a driver at around 1:36 a.m. who was illegally stopped on the roadway and found the driver, Haide H. Masangcay, 66, of Elmhurst, was intoxicated. Masangcay was charged with DUI, improper stopping on a roadway and no insurance.
Kevin S. Williams, 36, of Maywood, was charged with aggravated DUI and no insurance in the 400 block of N. York at around 11:18 p.m.
July 6
Eligah Murry, 72, of Chicago, was charged with DUI, possession of cannabis, improper lane usage, improper lighting and no insurance near North and Melrose at around 2:09 a.m. Police said Murry nearly struck the traffic cones and the curb at a roadside safety check. An officer smelled a strong odor of an alcoholic beverage coming from his breath, according to police.
Endangering the life of a child
July 5
Police said a complainant related that two juveniles under the age of 10 were left unattended at the Elmhurst Park District at around 11:12 a.m., and employees were unable to contact a parent. The children were taken into protective custody and transported to the police station. According to police, contact with the parent, Charles R. Fiebrandt, 48, of Elmhurst, was made, and he responded to the police department where he was processed, charged with endangering the life of a child and released on bond. The children were released to a family member while DCFS investigates the incident.
Fleeing, eluding
July 8
Police said that subsequent to a traffic stop near North and Villa at around 2:46 a.m., the driver of the offending vehicle sped off, jumped the raised median and eluded an officer. The officer located the offending vehicle with two flat tires and unoccupied. An investigation is pending.
July 7
An officer near North and West at around 3:23 a.m. observed a vehicle with tinted windows and attempted to complete a traffic stop. The vehicle reportedly accelerated, disobeyed multiple stop signs, failed to signal, and eluded the officer. The officer discontinued the attempt to stop the vehicle.
Possession of cannabis, possession of drug paraphernalia, possession of a controlled substance
July 7
Police said that subsequent to a traffic stop near York and North at around 12:47 a.m., an officer observed a clear plastic bag containing a green leafy substance (suspected cannabis) on the back seat next to where Jovanni Herrera, 22, of Chicago, was seated, and an empty 12-pack of beer on the rear driver’s side floorboard. Edgardo Herrera, 25, of Chicago, the driver of the vehicle, admitted to possessing cannabis, according to police. Edgardo Herrera was issued citations for possession of cannabis and making an improper turn. Jovanni Herrera was issued citations for open liquor in a vehicle and possession of cannabis.
Elvedin Kajdic, 33, of Hanover Park, was issued a citation for possession of cannabis subsequent to a traffic stop in the 600 block of W. North at around 3:55 a.m.
Police said that subsequent to a check on well being inside a restaurant in the 100 block of W. North at around 7:47 a.m., Lorraine Leftwich, 24, of Chicago, was found to be in possession of suspected cocaine. Leftwich was charged with unlawful possession of a controlled substance.
Police said that subsequent to a traffic stop near Route 83 and St. Charles at around 2:26 a.m., an officer smelled a strong odor of burnt cannabis coming from inside the vehicle. Frekoba M. Thompson, 27, of Chicago, admitted to being in possession of cannabis and provided the officers with a plastic baggie containing cannabis, according to police. Thompson was issued citations for possession of cannabis, following too closely and tinted windows.
July 6
Paris Adams, 34, of Chicago, was issued citations for possession of cannabis and speeding subsequent to a traffic stop near North and Indiana at around 11:40 p.m.
Khateeb M. Hussain, 24, of Villa Park, was issued citations for possession of cannabis, possession of drug paraphernalia, speeding and no front registration plate displayed subsequent to a traffic stop near Route 83 and St. Charles at around 2:38 a.m.
Suspicious circumstances
July 6
A complainant in the 800 block of S. Euclid told police at around 2:36 a.m. that an unknown suspect(s) knocked over their garbage can, dumped kitty litter on the front porch and opened the gas tank to their car. No damage appears to have been done to the car or property.
July 3
A victim in the 100 block of E. First told police at around 2 p.m. that she left her wallet unattended on a blanket, while at a fireworks display in Oak Brook. The victim believes someone either stole or accidentally threw away the wallet. A witness told her that a person(s) cleaning up the park picked up the blanket and threw it away.

July 11
Identity theft was reported at around 6:42 p.m. A victim told police there were suspicious charges on her credit card. Police said the suspect admitted to using his grandmother’s credit card, was arrested and released pending juvenile petition for identity theft.
July 10-July 11
A complainant in the 700 block of Industrial told police that an unknown suspect(s) attempted to pry open the driver’s side cargo doors to two vehicles parked in their lot between the above dates. The unknown suspects were not able to gain entry to either vehicle; however, the complainant noted damage to the vehicle doors.
May 23-July 11
Theft was reported in the 700 block of N. York between the above dates. A complainant told police that several sets of keys/fobs have gone missing from the dealership from an unlocked file cabinet.
July 10
Retail theft was reported at a pharmacy in the 100 block of W. York at around 4:33 p.m. A complainant told police they observed a suspect described as a black male exit the store holding a red bag full of merchandise for which he did not pay. The unknown suspect lifted the red bag above his head and over the door sensors as he left. The complainant found 12 boxes of Crest White Strips were missing. The suspect is heavy set, approximately 6’ and in his mid-30s, with a goatee, wearing a black baseball hat, a white T-shirt and black shorts.
July 23, 2017-July 10
Identity theft was reported in the 700 block of S. Stuart Court. A victim told police they received a call from a debt collector who advised the victim of an outstanding balance. The victim stated the account was opened in July of 2017. Report was made as a matter of record.
July 8
Theft was reported in the 700 block of N. Michigan at around 10:05 a.m. A victim told police that an unknown suspect(s) stole four hub caps off of his Toyota Sienna van. A woman related she saw a suspect described as an Hispanic male likely in his teens, very slim, with black hair, run across her front yard with hub caps and get into an older model red four-door sedan last seen headed towards N. York Road. An investigation is pending.
Identity theft was reported in the 500 block of S. Fern at around 1:38 p.m. A victim told police she received an email from Expedia informing her of two persons attempting to make a hotel reservation using her award points. Her email address had also been changed in her profile. Expedia refunded the points.
July 7
Burglary to a vehicle was reported in the 300 block of E. St. Charles at around 1:08 p.m. A victim told police that between 2:30 and 11 p.m., an unknown suspect(s) entered his unlocked vehicle and removed his work bag, lunch box and Thermos.
Theft was reported near Wilson and Kearsage at around 11:49 p.m. Police said officers responded to a report of a male removing a stop sign from the post. A complainant told police he put the sign back on the post. A few minutes later, he observed two males removing the sign and post from the ground. An investigation is pending.
July 6
Forgery was reported at an auto dealership in the 200 block of W. Grand at around 9:01 a.m. The accountant for the victim’s company told police that four fraudulent checks were written from the dealership’s business account.
Identity theft was reported in the 100 block of S. Pick at around 6:55 p.m. A victim told police he received a notification stating his Social Security number was being fraudulently used for employment at a company in Indiana.
Burglary to a vehicle was reported in the 200 block of E. Wilson at around 8:25 a.m. The owner of a woodworking company told police an unknown suspect entered his unlocked work van while it was parked at a job site. The suspect reportedly removed an air compressor from the rear of the van.
July 5
Identity theft was reported in the 800 block of S. Fairfield at around 5:30 p.m. A victim told police he received a letter from the IRS stating he owed money for 2016 taxes while working for Uber. The victim has never worked for Uber. It is believed an unknown suspect(s) used the victim’s Social Security number fraudulently.
Burglary to a vehicle was reported in the 600 block of N. York at around 7:31 p.m. A complainant told police that she left her purse under the rear seat of her vehicle while she was inside the gym. Upon returning to the vehicle, she found the driver’s side window was broken and her purse was missing.
