What’s happening at Villa Park Village Hall…

The Villa Park Board of Trustees meeting held at Village Hall on Monday, March 27 began with Village President Deborah Bullwinkel reading a Proclamation naming the week of April 9 – 15 as National Library Week in Villa Park. Candace Krupner, head of circulation and outreach services at the Villa Park Library, addressed the Board to announce that the library would celebrate by hosting former major league pitcher Steve Trout (who played for both the Cubs and White Sox) on Sunday, April 9 at 2 p.m. Trout will be reading from his children’s book ‘Loosey Goosey Baseball.’

• Village Manager Richard Keehner was not in attendance. Director of Public Works Vydis Juskelis served as acting Village Manager during the meeting.

• The Board discussed approval of two contracts to purchase bulk rock salt for de-icing roads in the winter. The contracts are with the State of Illinois Central Management Services (CMS) and the DuPage County Procurement Service Division. Each contract commits the Village to the purchase of at least 400 tons of rock salt. The cost per ton varies based on supply and demand, but is currently in the $56 to $65 per ton range. The Village keeps about 1000 tons of salt in reserve, according to Rich Salerno of the Public Works Dept.

• During the Committee of the Whole portion of Monday’s meeting, The Board discussed trading in vehicle #23 to Landmark Ford for the dealer’s offer of $9,500. The vehicle, a 2008 Ford F-450 Crew-Cab with Utility Body is being replaced with a new 2017 F-450, which is on order from Landmark. The older truck has fewer than 60,000 miles on itl according to Deputy Director of Public Works Rich Salerno. The Board voted to advance the question to the evening’s Consent Agenda for a first and final vote. Trustee Chris Aiello voted against advancing the measure, but the vote was 6 to 1 to advance. The unanimous Consent Agenda vote later in the evening included approval of the trade.

• Village President Deborah Bullwinkel asked about current infrastructure projects in the Village. Deputy Director of Public Works Rich Salerno addressed the question. Sewer separation/storm sewers has begun at South Michigan (Park to Madison). The Summit Ave. resurfacing project (Madison to Harrison) will begin in the next two weeks. The north side sidewalk project is also scheduled to resume in the next two weeks.

• The Board voted to approve the eight items listed on the Consent Agenda, including:

a) The Village Bill Listing dated March 30 and March 27, 2017 for a total amount of $359,996.

b) Minutes from the Village Committee of the Whole meeting for March 13, 2017.

c) Minutes from the Village Formal Board Meeting for March 13, 2017.

d) Minutes from the Special Board Meeting in conjunction with the Parks and Recreation Commission for March 14, 2017.

e) Minutes from the Budget Workshop meeting for March 15, 2017.

f) A Resolution authorizing the joint purchase of bulk rock salt through DuPage County’s procurement services division. The contract is for 500 tons (Village can purchase from 80% to 130% as needed). Funds in the amount of $75,000 are budgeted for this purchase.

g) A Resolution authorizing the joint purchase of bulk rock salt through the Illinois Department of Central Management Services. The contract is for 500 tons (Village can purchase from 80% to 120% as needed). Funds of $75,000 are budgeted for this purchase as well.

h) The First and Final reading of an Ordinance authorizing a trade in of the Village’s 2008 Ford F-450 truck to Landmark Ford, Inc in the amount of $9,500. The Village has a new 2017 F-450 on order from the dealership already.

• During the Village Manager’s report portion of Monday’s meeting, Vydis Juskelis updated the Board and residents on a hazardous materials incident in Salt Creek, near Villa Ave. According to Juskleis, a petroleum spill occurred but was contained and there was no further discharge into Salt Creek at this time. The Fire Dept. and the Illinois Environmental Protection Agency is currently investigating the incident.
