Elmhurst Police report

The Elmhurst Police Department recently reported the following arrests and citations. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

Assault, battery

Aug. 3

A victim walked into a gas station in the 500 block of S. York at around 9:14 a.m. complaining she had been sexually assaulted. Upon officers’ arrival, the victim told officers that the suspect allegedly also had sexually assaulted the suspect’s two year old daughter at his residence in Lombard. The victim was transported to Elmhurst Hospital for treatment. Lombard police responded to Elmhurst Hospital to interview the victim.

An officer responded for a call of two subjects fighting in the 300 block of Commonwealth at around 6:28 p.m. The officer found the subjects in the parking lot, who related they were pushing each other and pulling each other’s hair. Due to no signs of injury and mutual combatants, no arrests were made.

Aug. 4

Police said officers responded to a domestic disturbance call at around 3:22 p.m. at a nearby residence where the suspect had left the area. Approximately 5 minutes later, officers received a call for a suspicious person at the residence. The complainant related the suspect had knocked on the complainant’s front door, stepped inside the home, told the victim that she was hiding from the police, and shortly thereafter left the area. The complainant did not wish to sign complaints and left the scene with the victim.

Disorderly conduct, disturbance, trespass notice

Aug. 7

Police said officers responded to a report of an “intoxicated neighbor” knocking on a victim’s door in the 200 block of N. West at around 1:37 a.m. According to police, officers located Tiffany Baker, 51, of Elmhurst, who stated she was knocking on the victim’s door because he likes her. Baker allegedly was yelling in the middle of the street and was asked multiple times to stop, but she refused. She was taken into custody and charged with disorderly conduct-public intoxication.

Domestic incident, domestic battery

Aug. 8

Police said officers responded to the report of a domestic in the 200 block of N. York at around 4:13 p.m. in which a male suspect exited a vehicle and was observed to have a bloody nose. Both subjects told police they had a verbal argument only. The suspect related they both were grabbing at a water bottle, when it slipped out of his hand and he struck himself in the face, causing the nosebleed. The reporting officer did not see any marks to support a battery, and both subjects declined to pursue criminal complaints and/or incriminate the other party.

Aug. 6

Police said officers responded for a possible domestic battery in the 200 block of E. Butterfield at around 1:02 a.m. Upon arrival, the victim stated that the suspect pushed her down and dragged her out of their apartment by her hair. The victim had a visible red mark on her scalp and wished to sign complaints. The suspect was not located. A reporting officer will follow up with warrants.

Aug. 9

Police said that subsequent to a traffic stop for the rear passengers not wearing their seat belts, a reporting officer detected the odor of an alcoholic beverage coming from inside the vehicle. Several occupants were found to be under the age of 21 and had consumed alcohol, according to police. Edward Pedote, 18; Thomas Hartley, 18; and Liam Hill, 18; all of Elmhurst, were cited for consumption of alcohol by a minor. Julia Whitcomb, 18 and Brianna Suchy, 18, both of Elmhurst, were cited for consumption of alcohol by a minor and failure to wear a seat belt.

Aug. 6

Andrzej Kocoj, 51, of Prospect Heights, was charged with DUI and driving in the wrong lane subsequent to a traffic stop near St. Charles and Route 83 at around 12:53 a.m.

Aug. 5

Eduardo Gutierrez, 30, of Plainfield, was charged with DUI and improper lane usage subsequent to a traffic stop near York and Crestview at around 1:16 a.m.

Aug. 3

Police said that subsequent to a crash near Butterfield and Commonwealth at around 6:53 p.m., Jose Herrera, 19, of Chicago, was found to be under the influence of alcohol. According to police, Herrera was found to be under the legal drinking age and was charged with consumption of alcohol by a minor, a minor operating a vehicle with a blood-alcohol content greater than .00 and failure to reduce speed to avoid an accident.

Possession of cannabis, possession of drug paraphernalia, possession of a controlled substance

Aug. 9

Police said that while on patrol in the 500 block of W. Grand Ave. a reporting officer observed three male suspects sitting inside a van in the parking lot of a hotel. As the officer drove by the vehicle, a strong odor of cannabis eminated from the vehicle. The officer approached the vehicle and the suspects were found to be in possession of cannabis. Shawn Everett Green, 22, of Atlanta, Ga., was cited for possession of cannabis and possession of drug paraphernalia. Rashad S. Ford, 24, of Gairburn, Ga., and Chantez D. Jackson, 22, of Atlanta, were charged with possession of cannabis.

Aug. 6

Police said that subsequent to a traffic stop in the 600 block of W. North at around 1:10 a.m., Tavares Edwards, 23, of Chicago, was found to be in possession of cannabis and open alcohol. He was issued citations for illegal transportation of alcohol, possession of cannabis, disobeying a traffic control device and no insurance. Jkeyia Adams, 19, of Chicago, a passenger in the vehicle, was in possession of cannabis and alcohol, according to police, and was cited for possession of alcohol by a minor and possession of cannabis.

Aug. 5

Police said that subsequent to a traffic stop near Roosevelt and York at around 1:25 a.m., Katiki Lipscomb, 20, of Willowbrook, admitted to officers he was in possession of cannabis. Officers located a container containing individually packaged cannabis, a digital scale, and U.S. currency, according to police. Lipscomb was charged with possession of cannabis with intent to deliver, driving while license suspended, driving with one headlight and no insurance.

Aug. 4

Police said that subsequent to a traffic stop near Route 83 and St. Charles at around 12:42 a.m., Karen Marshall, 39, of Lombard, was found to be driving while license suspended. A search of Marshall’s vehicle yielded three pills without a valid prescription, according to police. Marshall was charged with felony unlawful possession of a controlled substance, driving while license suspended, improper lane usage and no insurance.

Aug. 3

Police said that subsequent to a traffic stop near North and York at around 3:44 a.m., a reporting officer smelled the strong odor of cannabis coming from the vehicle. All three of the occupants were found to be juveniles out past curfew. One of the occupants was charged with possession of cannabis. All three were charged with violations of curfew and released to their parents.

Possession of a weapon

Aug. 5

Joseph R. Muschio, 35, of Bensenville, was charged with possession of drug paraphernalia, improper parking on a roadway and driving while license suspended near York and Park at around 2:32 p.m. Police said officers responded for the report of a vehicle stopped at the tracks with Muschio unresponsive.

Aug. 4

Police said that subsequent to a traffic stop in the 100 block of W. Van Buren at around 9:10 p.m., Rocio Garza, 28, of Elmhurst, was taken into custody and was in possession of metal knuckles. He was charged with felony possession of a weapon by a felon, driving while license revoked and failure to signal.

Sexual assault

Aug. 9

A reporting officer responded to Elmhurst Hospital at around 4:36 p.m. for the report of a sexual assault. A sexual assault nurse examiner advised that the victim was assaulted in Chicago near Roosevelt and Independence. The victim did not want to talk to the police and did not want law enforcement to have any of her personal information. Chicago Police Department officers arrived at the hospital and took over the investigation.

Aug. 5-Aug. 7

An officer responded to Elmhurst Hospital for the report of a sexual assault between the above dates. The victim did not want to talk to law enforcement. The victim was allegedly assaulted in Wheaton. A sexual assault kit was collected and turned over to an officer from the Wheaton Police Department.

Suspicious circumstances

Aug. 9

An officer conducted a traffic stop on a listed vehicle near North and Route 83 at around 6:41 p.m. after a LEADS return indicated the license plate was reported as stolen or missing. Upon further investigation, it was learned the plate reported stolen or missing was a 2016 plate and the same plate number was issued for 2017. The driver and vehicle were released. The Addison Police Department was advised of the corrected plate information.

Aug. 3

A complainant at a health club training facility in the 600 block of N. Larch told police at around 2:57 p.m. that he received a phone call and texts on July 22 from a suspect who asked for a quote to train five young girls. On above date, a suspect made a similar inquiry, but told the complainant he was going to give him a credit card number, instructing to charge for $5,100, keep $1,000 for the training, give $4,000 in cash to the driver that would bring the girls, and keep $100 for the complainant’s trouble. The complainant was advised to not have further contact with similar requests and to advise fellow employees.

Theft/burglary/attempted theft or burglary/identity theft/fraud/forgery/deceptive practice/obstruction/robbery

Aug. 8

Police said two suspects entered a business in the 1000 block of S. York at around 6:46 p.m. Suspect 1 purchased a lighter for $1.08 and while the register was open, asked the cashier to make change for a $20 bill. Due to the subjects acting suspiciously, the cashier did not change the $20.00 bill and the subjects left the area. There was no dollar loss. One suspect was described as a black male, around 50 years old with a medium build and an afro-type hairstyle, a scar on the right cheek, wearing a black sweatshirt, blue jeans and black shoes. The second suspect was described as a black male, around 5-9 and 50 years old, bald with a medium build and wearing a brown-white flannel long sleeved shirt.

A victim in the 500 block of N. Michigan told police he had an ad on Craigslist for an iPhone priced at $900. Victim contacted the seller who asked for money to be wired via a Walmart2Walmart money transfer. The victim stated he told the seller that he purchased the money transfer, but would not provide the necessary information to release the funds until he received the phone. The victim checked on the status of the shipment and discovered the phone had not been shipped and the funds had been released to the seller. The victim attempted to contact the seller with no results.

Aug. 7

Police said a reporting officer was dispatched to speak with the electrical supervisor of the City of Elmhurst in reference to a theft of water in the 200 block of S. Route 83. It was learned that a 2008 GMC Sierra parked alongside a fire hydrant behind a food store and filled a large water tank in the bed of the truck. The supervisor observed this, approached the two males described as Hispanics around 30 years old wearing yellow shirts and asked them where their water meter was. They couldn’t speak much English, but said they didn’t have one.

Aug. 6

A complainant at a store in the 1000 block of S. York told police at around 4:55 p.m. that two suspects tricked the cashier into giving them more change than owed. The suspects left going eastbound on foot. One of the suspects was described as a black male, around 5-11, 200 pounds, between 50 and 55 years old with an afro type hair style and a black sweatshirt. The other suspect was described as a black male, around 5-10, 185 pounds, bald and wearing a blue plaid shirt. The area was searched with no results.

A victim in the 600 block of W. North Ave. told police at around 11:58 a.m. that upon returning home, she realized she had left her cell phone on a table at the above location. Employees were unable to locate the phone.

Aug. 4

Police said that while on patrol, an officer observed actions consistent with that of a retail theft at a store in the 600 block of N. York around 6:18 p.m. The vehicle and suspects were stopped and found to be in possession of stolen items from the store, according to police. Tony L. Martin, 53 of Wood Dale, and Otha Lamont McClendon, 51, of Chicago, were charged with two counts of felony retail theft.

Aug. 3-Aug. 4

A victim in the 400 block of W. Lake told police at around 10:53 a.m. that he left his rental vehicle parked in a hotel parking lot overnight. The victim stated the following morning he found the vehicle unlocked. Two iPods and one Garmin GPS unit were missing from the vehicle. No signs of forced entry were located on the vehicle.

July 28-Aug. 9

A victim came into the Police Department at around 8:23 p.m. in regard to a report he received a bill from AT&T on Aug. 7 for two new phone lines that had been ordered using his information, but he did not order. On Aug. 9, the victim received a second bill for three additional phone lines, which had not been shipped yet.

July 28

A victim in the 400 block of W. Butterfield told police at around 1:08 p.m. that he received an email from what he believed was a company advertising a lifetime anti-virus security for $399.99. The victim signed up for the service and provided his credit card information. The money was removed from his account, but he never received any anti-virus software.

July 27-Aug. 3

A victim in the 100 block of E. Butterfield told police that FedEx delivered a check for deposit into the victim’s account. The following day, a suspect withdrew cash and completed a wire transfer. Subsequently, the bank was notified the deposited check was fraudulent. The bank contacted the suspect who stated she no longer had the cash and provided a phone number for the “off-shore oil rig company” which originally sent the check. The bank found that the suspect also made a purchase at Walgreens.

June 28

A victim in the 400 block of N. Highview Ave. told police that her cell phone bill was higher than normal. She contacted her provider and learned that an unknown suspect(s) made an unauthorized purchase of five Apple 7 Plus Iphones at a Sprint store in Tennessee. The victim has not suffered any loss of money.

March 16-May 11

The Elmhurst Police Investigations Division was contacted by the San Francisco Police Department. A victim sent 10 wire transfers to a suspect at 333 Route 83 via a Wells Fargo wire transfer. The suspect claimed she was attempting to return home to the United States from Turkey and needed the funds as she was negotiating with the Turkish government.

Warrant arrest

Aug. 8

Police said that subsequent to a traffic stop near Grand and York at around 6:46 p.m. Zbigniew Barszczewski, 51, of Chicago, was found to be wanted on a warrant out of Cook County.

Aug. 3

An officer was contacted by Kane County Forest Preserve police requesting assistance on serving an original arrest warrant to Michael Phillipi, 21, of Bartlett. Officers went to his place of employment and subsequently arrested him
